As has been pointed out earlier you can do what you want with QCMDEXC or
system, but since you asked the question......

The answer is "Yes" for V5R1 and later.  V5R1 introduced the F-spec keyword
EXTFILE.  This allows for a literal file name to be used or for a variable
to be used to supply the file name.  There is also a matching EXTMBR
keyword.  As long as the variable is set _before_ opening the file this
works just fine.  The example below demonstrates passing the file name in as
a parm and also using USROPN.

     FFile2     IF   F   10        DISK    EXTFILE(FileName2)

     FPrinter   IF   F   10        DISK    EXTFILE(PrtName) USROPN

     D PrtName         S             21A
     D FileName2       S             21A
     D Testing         S               N
