The CVTCASE() procedure in my RPG ToolKit (www.rpgiv.com/toolkit) will do
what you want. It is national language safe and handles all special
characters such as those with the grave accent mark.
If you don't have or don't want to spend the $495 for the toolkit, you can
use the XLATE opcode or %XLATE built in function to do a simply North
American character set lower to uppercase conversion.

I need a program or utility that will convert a name field from all UPPER
case to lower case.  The first letter must be/stay Upper case.  Is there a
program or API that might do this?
