Instead of FOP (which has scalability issues), take a look at something called Root River (I think). It's still Java but it has a much nicer interface and doesn't require all of the external transformations that FOP does. Root River isn't free but it's cheap ($250 or so per developer). I haven't done anything with it personally but the person here who is currently developing with it isn't having any problem with it (which says a lot for how easy it is to use given this person's problems doing most tasks).
