If you just went to level 40, I would check your own profile out, you may not have enough authority to call qcmdexc command, or more specifically the ovrprtf command. This could also be the authority of the user running your program, if the user does not to have access to splfctl, or even no command line authorization, you will have to use adopted authority to run your program(s). Jumping from one security level to the next can be tricky if not planned out, and if the people involved to not know the "gothchas" that basically show up as time goes on, painful as they may be. The other major thing to look out for now, is do you have any pre-installed canned packages?
