Wait, didn't you just say "use the same panel in multiple places" but
option 1 is "Individual display files for the separate panels"?  Do you
have one panel or many panels?

I have modules that use their own display files.  I've seen the weird
border problem you mention and have resolved it.  For our purposes having
the module use its own display file works very well (indeed any other way
would be stupid).  Code available upon request.
