You are not using QUSRTVUS are you? A much faster way is to use QUSPTRUS to get the pointer to the user space and then access that. There are samples in the redbook "Who knew you could do that with RPG?" The only valid use for QUSRTVUS is for user spaces stored in 'system domain' (ie libraries not listed in system value QALWUSRDMN). User spaces in that library cannot be accessed by pointer. The only invalid uses for QUSRTVUS is for people who are pointer phobic, and those who insist on using RPG/400 instead of RPGILE. The advantage of procedures is that they're faster, the advantage of programs is that they're usable from OPM applications. The User Space APIs, as you've already noticed, are programs. This is a good thing, because it means you can call them from more different environments. Speed isn't really important for the User Space APIs, since you only need to make two calls. One to create the space, and one to get a pointer to the space.
