The API Retrieve Command Definition (QCDRCMDD) will return command parameter defaults. The output is in UTF-8 (an encoding of Unicode) XML so you may want to first retrieve the definition to an Integrated File System stream file and then look at the results using EDTF before trying to parse through the results in RPG (so you know what you're getting into). The API can be found under the Program and CL Command category of System APIs.
