VALUE as an option for parameter passing is a completely new feature for (if that is the word for something that came in with V2R3). There is always something of a learning curve with anything new. Before you use this as an argument against subprocs, perhaps you should check the archives and see all the problems people have with a simple numeric being passed from the command line!
