Donald, QILE is the default for programs. For a service program the default is *CALLER. Ideally, any routine that is called in more than one place should be put in a service program. I would recommend that someone wanting to use activation groups should look at using *CALLER wherever practical for both programs and service programs. That means to me everything but the entry points to your applications like commands and menu programs.
