I haven't found anything on the AS/400 itself, but there are many, many PC
programs to do this.  You may want to consider doing something like
converting it on a PC to ASCII text file then uploading to the AS/400.

The dBase file format isn't rocket science, and it wouldn't be extremely
difficult for you to write your own parser, but I would see a major problem
being the dBase file is in ASCII format not EPSIDEC.  And you couldn't just
convert it from ASCII to EPSIDEC without side effects, such as the Intel
format integers getting messed with.
