I have never heard that, none of the training I ever had said anything about this concept. And I don't think anyone I have ever worked with knew this either, because all of the code I have ever looked (and written) has had the most used files at the top of the program, or just willy nilly. I guess part of the problem is that some of the previous programmers wrote a standard file maintenance code generator and they apparently did no know this (as well as how to make readable, easy to follow code.) This just seems more logical to me. Why was it decided to go in reverse order? Why not just do it in order? Well I am going to change my ways and start putting my files in reverse order.
