It's been that way for EVER. We always put the most used/output/updated file at the bottom, it used to also build bigger work area's for the bottom one. Don't know if that part is true anymore. But it still opens them in the reverse order of the Fspec. I still aways put my least used, Usropn's at the top. It is the way the ODP portion of the PAG was built(in open/closed order) back when we had a PAG. My main driver file I always put at the bottom of the Fspec.
