i see Joe Pluta pointed to a java site (let us know if you go that route and it works). I have been using the Bruce Guthrie "convert" utility for years. Our 400 gets the file on the ifs, I do a remote cmd to a pc, which has a mapped share of the 400 ifs directory, it converts the file to text, then i use cpyfrmimpf to copy the converted file to a database file.
