I'm not sure if someone has offered this solution yet but here goes:

Yes, you may find a great way to modify the query definition but you
shouldn't be using the hardcoded library in the query definition in the
first place. You would not allow a programmer to hard code a library in a
CLP would you?

You should create a shell program (CLP?) or if these are menu driven, have
the query command in the menu override the files in the RUNQRY command. ie.
RUNQRY QRY(*LIBL/QUERYNAM)   QRYFILE((*LIBL/FILEA))  .
Now these files can be moved when every you need to move them.

I am sure that you run your queries in a development environment (DEVDTA), a
test environment (TSTDTA) and your production environment (PRDDTA). This
will help you in your change management methodology.
