It would be a trivial exercise to write an RPG program to copy those records
with an RPG program instead of a CPYF and have the new line entered at the
proper time.

Would you care to explain why you want this? Although it might be possible,
but definitely not easy, to do what you describe, I can't help thinking
there should be an easier to accomplish whatever you want to accomplish,
