Don't forget the system value QUTCOFFSET - Coordinated universal time
offset. This is not set by default and must be changed by you for Daylight
Savings (if you observe it.) Once it is set correctly, this kind of states
your time zone, or at least what time it is based on the offset from
Universal Time.

Management Central seems to use this.
