Hmm.  Good question.  My experience is that ACTGRP(*NEW) is roughly the same
performance hit as SBMJOB.  If the program runs for hours, then a 35 second
delay for creating an activation group is negligible.  I never use *NEW
anymore, but my ILE deployment is small.
