I believe your problem lies on the second call because
you cannot create the activation group (DAVE) a second
time in the same job once it has been reclaimed.

1. call cl
2. rpg invoked
3. activation group DAVE created
4. rpg returns
5. activation group DAVE deleted
6. cl returns

7. call cl
8. rpg invoked
9. activation group DAVE cannot be created
10. OUCH!
