I probably missed this suggestion but:

  D WorkAlpha  S         11
  D FieldIn    S          9S 2
  D Dollars    S          7
  D Cents      S          2
  D MinusSign  S          1

   * Create an alpha field with all leading zeros:
  C          Eval   WorkAlpha = %EditW(FieldIn:'0    .00-')
   * Substring the alpha fields (column 1-7 & column 9-10)
  C          Eval   Dollars   = %SubSt(Workalpha:1:7)
  c          Eval   Cents     = %subst(WorkAlpha:9:2)
  C          Eval   MinusSign = %Subst(WorkAlpha:11:1)



Doing something with position 11 (the minus sign) and converting the 2 
alpha fields back to numerics is left as a trivial exercise for the 
student.
