Because that IP address serves many different sites, it doesn't accept IP
address requests from browsers.

Why the telnet doesn't work, I'm not sure.  Are you behind a firewall?

Telnet over to 63.167.147.10 and signon as WYATTERP.

Run the GLNOWRK (Work with G/L accounts) and see if this behavior is what
you
 are looking
for.

If it is, choose the WYATTERP demo from the menu which will give you a
command
 line.
From there WRKMBRPDM  WYATTERPP/QPGMSRC and look for members GLNODSPF and
 GLNOWRK.
