I don't think CODE/400 has any built-in support for UIM.  I haven't used 
CODE/400 properly since IBM gave up on the OS/2 version.  I did have a 
group of students using it under various dialects of WinWhatever for the 
last two weeks in an Advanced RPG IV course I was teaching.  CODE/400 
certainly has come a long way but it's not good enough to make me suffer 
the vagaries of windoze just to code in it (especially when CODE/400 kept 
losing the plot, failing to run commands, refusing to display the command 
shell, sending compilation mesages to the wrong PC, and much else too -- I 
suspect most of the problems were due to under-nourished PCs being used)

However, one could certainly use the CODE/400 editor to edit UIM source and 
it would be possible to write macros to handle syntax checking the UIM tag 
language.  I'm sure you can configure CODE/400 to compile the source but I 
don't know if the UIM compiler knows about code and creates the required 
event file so fixing compilation errors might require a 5250 session with 
the spooled file displayed.

Having to code UIM tags the hard way is perhaps the biggest drawback to 
using the UIM but much of that can be mitigated by using common includes.
