I don't see how %CHA would do it.

From the manual:
%CHAR
The converted value remains unchanged, 
but is returned in a format that is compatible with character data. 

Seems like I'd still have the leading 0's, only in char format.

Have you tried BIF %CHAR?

For example:

      str = "value: " + %char(number)
