I am guessing that since you are using M$ FrontPage that your pages are mostly static.  In this case you wouldn't really need to use a CGI language since you are not pulling data from a data base.  That is where "web programming" comes into play, when you have to respond in a particular way to a users input.  For instance, the ability to look up an order status.  You wouldn't want to create a separate page for each customer that could possibly come to your site and want to get the current status of their order.
