Because you can only buy it from IBM. But it would be silly to look at DASD prices only. If your IT manager thinks the cost is in the DASD, you will have a hard time convincing him that buying a new AS/400 (oops, I mean eServer iSeries/400, I think?) is a sensible thing to do. Even if an Oracle solution would be cheaper when you start from scratch (that is including all the hardware and software and staff. or, as it so aptly named, Total Cost of Ownership), moving from AS/400 with DB2 to Oracle would be an enormous investment. You would have to save an awful lot on DASD in order to justify that.
