Oh yes there is.  BPCS with AS/SET generates a couple of programs
that cannot be enhanced.
RPGIII  has limits on
max number of subroutines exceeded
max number of variables exceeded
You cannot SEU the source cause its got more the 32000(I think) lines.

Convert the source to RPGIV and Bingo it compiles.
I reckon RPGIV has limits, just bigger.
