If my memory is correct, the System/3 15D 32K limitation was for CCP
(Communications Control Program) programs only.  Batch programs were limited to
64K.  Although external buffers and memory resident overlays helped a lot, the
CCP 32K task size limitation was still very limiting.  

To get the job done, we often wrote multiple programs with data being passed via
the display buffer (program request under format) from one program to the next. 
Without the 32K task size limitation, a single program would have worked nicely.
