I guess I can concur on the character to character move.

But I'm Z-ADDing a zoned-decimal with embedded blanks into another numeric
field!  What's up with that?

The move to a DS is a character to character move.  When you move character
to character anything and everything is valid!

DDEs only occur when you try to _use_ the content of an invalid numeric
field.

There have been a number of postings to this and Midrange-L regarding the
use of TESTN and its limitations - I suggest you check the archives at the
web site.
