The RPG/400 reference manual states the all numeric operations are done on
packed data.  Numeric data in other forms is converted to/from packed as
needed.  Testing indicates that if the nybbles needed for packed data are
valid, no decimal data error is signaled.  Since blank has a valid 0 digit
portion, unless it is the last position where the 4 zone is not a valid
sign, it will not generate a DDE.  DDEs are generated with a blank in the
last position and also by a non-numeric character not in the last position
whose digit portion is not 0-9, but that's not a lot of help for you.

Unfortunately RPG IV behaves the same way in regards to zoned and packed
numeric data.
