I have used the following definitions to successfully communicate within a 
sisngle 
system:

Notice the device descriptions for the *LOCAL definiton say SECURELOC(*YES).  
That 
should fix your 0722 problem.  You can also define a confiuration list entry to 
indicate 
a secure location.

Regarding the problem connecting on the loopback interface:  Have you started 
the TCP/IP 
DDM server?   Run STRTCPSVR *DDM to start it.
