There is no data type in RPG to handle unsigned packed decimal data.  You
will have to do some manipulation of the data before RPG can interpret it.

One (somewhat clumsy) way that I can think of to handle this data is to
overlay the unsigned data left-adjusted on a packed field one byte larger.
If you divide the larger number by 10, it will represent the unpacked
number.

For example, to handle a 10 digit (5 byte) unsigned packed number:

  D              ds
  D  packed11             11p 0
  D  unsOver               5a    overlay(packed11)
  D  lastDigit             1p 0  overlay(packed11 : 6)

   * your unsigned data = x'0123456789'
  C        eval     unsOver = (your unsigned packed data)
   * packed11 = x'0123456789??'
  C        eval     lastDigit = 0
   * packed11 = x'01234567890F'
  C        eval     packed11 = packed11 / 10
   * packed11 = x'00123456789F'
