It sounds like the program in question is running in a different activation
group than the program that issues the OVRDBF SHARE(*YES).  You can either
have all programs run in the same activation group or change the FOP to
OVRDBF SHARE(*YES) OVRSCOPE(*JOB)  This is the way OPM programs behave.
