Sorry Mike.  I sent you the commands from 400 to 400.  You're sending from
PC to 400.  I'm the dope here.  Try this:

ftp> quote site namefmt 1
250  Now using naming format "1".

ftp> put hosts. /QOpenSys/hosts
200 PORT subcommand request successful.
150 Sending file to /QOpenSys/hosts
250 File transfer completed successfully.
ftp: 286 bytes sent in 0.00Seconds 286000.00Kbytes/sec.

ftp> quit
221 QUIT subcommand received.
