Yes that is the way it works.  Check to see if you granted public authority to 
the program.  Perhaps you need *SECADM to run your program.

Hello,
I write a CL program that will create a user profile and forms a password. I 
create the CL with QSECOFR user profile and change it to *OWNER when 
compiling. The adopt authority default for the program is *YES.

But, when i try to run it from *PGMR user profile, it didn't want to create 
the user profile. I got the message, that *SECADM special authority is 
needed. Could anybody give me a clue of something that i missed? From my 
understanding, it should let other user to adopt QSECOFR authority when that 
program is ran.
