Not that I wish upset you anymore than you already are, do to someone
deleting your work but....
IBM delete does work like Windows (assuming the delete was done by option 4
and not within a programs code or from a command line) if you consider the
second press on the <ENTER> key that is required to delete an object. There
is your opportunity to turn back. 
Possibly if authorities had been correct on this object then the person who
pressed <ENTER> a second time would not have been successful in their
endeavor.

                Yes, there is a recycle bin.  It's called a backup tape.
