Oops.... After reading Danny's good explanation and then re-reading Silvio's
first email on the subject, I should correct myself and say the CL
allocation issue beyond 32A looks to be the culprit.

I've been told the CL compiler is worked on in Rochester while the RPGIV
compiler is dealt with in Toronto.  They are worlds apart but they have to
play in the same sandbox.  It's a foregone conclusion that one world may do
something that the other doesn't like but it would be blasphemous for anyone
from IBM to say that.  They do a great job interacting with each other but
sometimes we do have to do something a little unconventional to get what we
want (it's a small price to pay).
