 Here is a cl snippet to read a file in cl
            PGM
             DCLF       FILE(YOURFILE)
 READ:       RCVF
monitor for no more records
             MONMSG     MSGID(CPF0864) EXEC(GOTO CMDLBL(END))
do something
             GOTO       CMDLBL(READ)
 END:        ENDPGM
