EVAL %len(x) = *ZEROS is allowed in "a future release" - I'm not at
liberty to say exactly which release.  (As far as I can tell there's
no APAR for this, so any reporting of it must have been casual.)

By the way, there's a better (IMO) circumvention than using 0:

   D emptystring      C                ''
   C    EVAL x = emptystring
