Investigate the TMKMAKE tool in QUSRTOOL.  You will need the C compiler but 
that's no 
longer such a big deal since you get 30 (or 70) days before the license expires 
so just 
install it from your CDs and compile the tools.

If you really want an RPG tool then convert the C source to RPG IV.  That 
should n't be 
too hard since a good 90% of the C functions can be invoked from RPG IV so all 
you would 
be creating is the structure to hold it all together.
