API QUSLJOB called by a "nver-ending" batch job might help.

It will only eat CPU seconds, not the CPU itself. <g> Depends on the DLYJOB
between the cycles of checking what users are doing and on the time you
spend in making it consuming the minimum amount of CPU seconds. If you plan
to bill seconds, a delay of 5 minutes may be way too long... <g>
