Is this a trivia question or something?  Why the heck
would you want to find an alternative to using IF in
this case?

Hmmm, OK, here are a couple of unusual ways:

1) EVAL the number to an unsigned field.  If you get
   an exception, you have a negative value.
2) EVAL to an integer field and check the high-order
   bit using TESTB.
3) IF %SUBST(%TRIML(%EDITC(NUM:'Q')):1:1) = '-'
