I'm at V3R2, and I checked.   

YES, you can do it on an H-spec with the OPTION() keyword.  You have to
have the appropriate PTF's installed.

NO, you cannot do it as a parameter to a compile. 

I'm not sure of the actual PTF numbers that are needed to install.  I know
that PTF SF46001 (for licpgm 5763RG1) is one of the PTF's, and it seems to
relate to APAR SA47652.   So, hopefully that'll get you on the right
track.   If not, let me know and I'll try to find the specifics.
