Kevin, I'd like to add a comment. If you change your SFLSIZ(016) to a P field and fill the field with the value of the size of the subfile, then the scroll bar's shaft will approximate the relation of the SFLPAG to the entire size of the subfile. In your example I suspect the shaft is 15/16ths of the size of the scroll bar, which may not reflect the size of the subfile.
