Once you've got the scroll bars showing up on the display, just code the program as usual, with the page/roll sfl keywords enabled (using indicators or the infds). The scroll bar will work for mouse as well as allowing the pageup/down to work as usual on your terminals. Of course, you have to control the sfl loading, just as always. I've used this, but generally can't spare the screen space for the scroll bar.
