This sounds to me as if there is only a limited number of screens where the
untrained people have the possibility to access their accounts.

Why not use a chip card reader?
Or, perhaps you have a spare bare code reader? Print bar codes or buy a roll
of preprinted barcodes and handle it to the people. They only have to read
the barcode as a cashier does. Your pgm just has to Barcode CHAIN SSN-File
or something like that.

The investment of some $ should pay off in much less support...
