I see no particular advantage to putting them in separate source members,
especially since they are all related and will be going into the same
service program anyway.  Just put the EXPORT keyword on the two external
procedures and leave it off the two internal procedures and it should work
fine.

The only time I put them in separate source modules is when they are not
functionally related or when using the SQLRPGLE precompiler.  It doesn't
understand some things about procedures too well (like local variables).
