I worked on a couple of 36 conversions last year using a product called Target 400. It wasn't entirely painless, but it was certainly helpful - it took the RPGII up to RPG III, tried to externalize files, converted OCL. We still did a good bit of fiddling and re-writing, but we had a couple of other objectives. We COULD have done less work and had a working 400 system.
