First let me congratulate you on moving to the AS/400.  Everyone has an
opinion on this subject so here is mine.
You can move into the 36 environment on the AS/400 with very little effort.
Don't stay there though.  MRT will run in the 36 environment but not in a
native environment.  The first thing I would do is to externally define your
files.  Once this is done you can begin writing anything new in RPGIII or
IV.  (I would go straight to IV)  I currently have a client who is running
in the 36 environment with 90% of their files externally defined and using
RPG II, RPG III, and RPG IV code together.
The next thing is to convert RPGII to RPGIII and OCL to CLP.  There are
several tools to do this, none of which comes with the AS/400.  CVTRPGSRC
only converts RPGIII to RPGIV.  Once your programs are converted you can end
the 36 environment.  IMHO, there is not a lot of advantage of converting all
your software from RPGIII to RPGIV.  You may convert an occasional program
if you need features of RPGIV for modifications or its also a decent way to
get familiar with the new syntax.  However, most 36 code I've seen is not
very pretty and would not translate into RPG IV very well.  And there's
really very little benefit.
To conclude my rant, getting on the AS/400 is not very difficult (into the
36 environment).  Getting out of the 36 environment requires the most
effort.  Perhaps someone else can recommend a good tool.

I am new to the rpg III and IV world ( hard to believe I know) but I have
been working on a system 36 and programming in rpgII we have recently bid on
a  as/400 model 170.  My question is how would I go about transfering all my
rpg II programs to the 400 or rather what is the easiest way besides
rewriting all the programs.  Is there a software package that can do this at
a resonable price.
