There are sites where one can rent time on a AS/400 with all the goodies at
the current OS level... And not expensive either. I for one would be willing
to bear the cost of providing myself with time on an AS/400. Perhaps the
owners of these sites would consider helping the open source movement by
further decreasing the cost for major contributors... This would give us a
place to store and maintain code.

Well I work the usual 12 hours a day six days a week but that still leaves
me with six hours a day to program :-)

See point A

I think that most of the man years (or centuries) have been spent due to a
poor design and even more poorly maintained code... Besides the open source
movement is all about this sort of thing, get a million monkeys working at
the same time on a million routines and they will be done more quickly...
Then the real work of testing begins, unit, integration and system.
Fortunately we now have procedures and by virtue of that local variables !!!
This greatly simplifies the development of complex systems as it cuts down
on interesting synergistic actions between chunks of code.

With a good design and logical functional decomposition with well defined
interfaces, work should be able to progress in relative isolation and then
later be glued into the whole...

And why not start writing one module at a time. Shoot I have written so many
AP AR GL and IC systems over the past 30 years that I think I could do it in
my sleep :-)

Just some thoughts... (And if I sounded rude that was not my intention)
Eric
