I think your "rhetorical excess" section sums it up very accurately and more
than accommodates the first of your two "real" reasons (i.e. "management won't
let me").  That leaves the package bit and I'm not feeling strong enough to rant
on that today <grin> I will just comment though that at long last at least the
middle-tier software vendors seem to have at last realized that RPG III won't
cut it any more and are switching to RPG IV.
