You can do a DSPPGMREF specifying *all for the program name. Then you can use 
query to find the program using the file you want. I have done that several 
times, very easy.

There are two ways I can think of to get a list of programs which use a
specific file:
    One is to scan your source for the file name, and the other is to dump
the program reference information for all programs within the library(s)
that you are concerned with into an outfile and query it. The first method
is much easier if you have the source and know the places it exists.  The
second involves dumping a list of programs to a file, then reading the file
and executing dsppgmref to an outfile for each one.
